People’s Action for Inclusive Development (PAfID) is seeking a highly motivated, professional candidate to join our growing dynamic team for the position of Program Manager. Below is the detail information about the position.

Purpose

The primary purpose of the role of the Program Manager is to contribute to the effective running of People’s Action for Inclusive Development (PAfID) especially the program of supporting inclusive employment and rural livelihood. This includes program management and coordination to achieve the set goals and objectives as outlined in the program plans. It will also oversee operations and ongoing activities within relevant projects with effective guidance. Furthermore, the program manager is also responsible for identifying, rationalizing, controlling, and monitoring the inter-dependencies between various projects and reporting to ensure the attainment of high-quality program outcomes, in liaison with the Executive Director and Inclusion Advisor / Director International.

Duties

  • Program management support (planning, monitoring, evaluation and reporting)
    • Ensure effective management and implementation of PAfID projects
    • Support participatory program design processes, working closely with partners and PAfID staffs
    • Support preparation of quality proposal development and submission
    • Manage program budgets where designated. Ensure that costs incurred are monitored against plans and realize benefits as planned as the program progresses
    • Be responsible and accountable for the coordinated management of multiple related projects directed toward strategic planning and other organizational objectives
    • Monitor and approve the project plans of the project teams, negotiating work packages as required. Ensure the delivery of these work packages within the set time, quality, and budget constraints
    • Contribute to the good governance, motivation and operational working practices of the program team
    • Contribute information and support drafting of relevant project narrative reports, including collecting relevant information, collating and analyzing data (quantitative and qualitative)
    • Ensure quality processes are in place for project tracking and to meet donor requirements, as required
    • In liaison with supervisor, plan, conduct and draft reports for regular monitoring visits for all relevant projects
    • Develop and collect case studies.
  • Capacity development and mentoring- including training
    • Identify relevant capacity gaps of the program and address those gaps mapping for possible solutions and resources
    • Identify training opportunities and resource persons that would help provide capacity building to staff, partners and beneficiaries
    • Support in developing training needs assessments, training curriculum and new methodologies, with a focus on participatory approaches
    • Support line manager in planning and providing capacity building/training
    • Support logistic arrangements for training, facilitation, meetings etc.
  • Strategy Development
    • In close liaison with supervisor, support planning of PAfID strategic direction in Cambodia, including contributing to country planning processes
    • Highlight new documents/research/policy and initiatives both nationally and internationally
    • Keep updated on developments in the disability/inclusion/development sector.
  • Networking
    • Ensure relevant networks and sectoral relationships, are maintained
    • Identify relevant networks or platforms for program
  • Communication, Representation and stakeholder relationships
    • Ensure networks and sectoral relationships, are maintained
    • Understanding and anticipating the information needs of team members
    • Provide support and facilitation for visits from donors or partners
    • Assist in interpretation where Khmer – English is needed
    • Represent PAfID at external (and internal) meetings – both nationally and internationally
    • Ensure appropriate branding / promotion of PAfID and donors
    • Prepare and deliver program presentations as required
    • Promote collaboration and cooperation amongst partners and / or departments – both intersectoral and with govt.

Requirements

  • Essential
    • Competency in recording, monitoring, and evaluating the accomplishment of delivering complex programs.
    • Experience of working with international donors
    • At least five years’ experience in program and community development and management
    • knowledge of disability inclusion, inclusive employment and inclusive livelihood
    • Experience in management of community development projects at national and provincial levels
    • Ability to communicate fluently in English (both written and verbal skills)
    • Ability to work independently and in a team environment
    • Self-motivated with initiative
    • Advanced skills in computers – Windows, spreadsheets and word processing
    • Ability to produce good quality reports in a timely manner
    • Demonstrated experience in planning, budgeting and monitoring
    • Outgoing personality with good communication and training skills
    • Ability to be self-directed, creative, take initiative and anticipate changes that can affect the organisation’s activities
    • Ability to build credibility, trust, and rapport with stakeholders at all levels, both within and outside of the organization.
    • A solid understanding of vulnerability and intersectionality with special attention to persons with disability
    • Master or Bachelor degree in community development or similar is preferred but not essential
    • Relevant tertiary qualifications, skills and / or experience in development.
