People’s Action for Inclusive Development (PAfID) is seeking a highly motivated, professional candidate to join our growing dynamic team for the position of Program Officer. Below is the detail information about the position.

Purpose

The purpose of this position is responsible for supporting the work of the program team to achieve high quality outcome in all projects and programs.

Duties

  • Lead the overall project implementation
    • Support the coordination of overall programme implementation
    • Liaise with PAfID management team and partners to ensure the Programme results are achieved and resources are well managed
    • Prepare and present work-plans, periodic narrative progress reports and expenditures status reports to the PAfID and other stakeholders as necessary
    • Identify capacity building needs and support partners and target groups through technical assistance, mentoring, training, and cross partner learning and sharing, and capacity development initiatives; develop training materials and workshops, as necessary
    • Track the grants implementation process and its impacts
    • Ensure all related documents include case studies, reports, and so on are in place
    • Manage a professional and administrative personnel and related documents regarding the project monitoring and implementation
    • Ensure appropriate actions are taken to optimize use of programme funds and tracking project expenditure
    • Represent PAfID where necessary.
  • Capacity development and mentoring- including training: Support the organization to:
    • Identify relevant capacity gaps of the program and address those gaps mapping for possible solutions and resources
    • Identify training opportunities and resource persons that would help provide capacity building to staff, partners and beneficiaries
    • Support in developing training needs assessments, training curriculum and new methodologies, with a focus on participatory approaches
    • Support line manager in planning and providing capacity building/training
    • Support logistic arrangements for training, facilitation, meetings etc.
  • Communication, Representation and stakeholder relationships
    • Ensure networks and sectoral relationships, are maintained
    • Understanding and anticipating the information needs of team members
    • Provide support and facilitation for visits from donors or partners
    • Assist in interpretation where Khmer – English is needed
    • Represent PAfID at external (and internal) meetings – both nationally and internationally
    • Ensure appropriate branding / promotion of PAfID and donors
    • Prepare and deliver program presentations as required
    • Promote collaboration and cooperation amongst partners and / or departments – both intersectoral and with govt.

Requirements

  • Essential:
    • Good communication skill
    • Well organized and hard working
    • Ability to communicate in Khmer and English (both written and verbal skills)
    • Ability to work independently and in a team environment
    • Self-motivated with initiative
    • Knowledge of disability inclusion, inclusive employment and inclusive livelihood
    • Basic knowledge of Results Based Management
    • Ability to contribute to the development of detailed operational plans, budgets, and deliver on them for development results
    • Ability to synthesize programme performance data and produce analytical reports to inform management and strategic decision-making
    • Experience of working for a development / humanitarian aid organization
    • Experience of providing project management support and organizational capacity development to partner organizations
    • Experience of working with grants with multiple partners and working with government departments and / or private sector
    • At least 3 years of experience at the national or international level
